НОРМАТИВНО-ПРАВОВІ ЗАСАДИ ТА ДЕРЖАВНА ПІДТРИМКА РОЗВИТКУ ЗРОШУВАНОГО ЗЕМЛЕРОБСТВА
Анотація
Досліджено сучасний стан нормативно-правового забезпечення формування та реалізації політики розвитку зрошуваного землеробства в Україні, зокрема проаналізовано нормативно-правові акти Кабінету Міністрів України, Міністерства аграрної політики та продовольства України та Міністерства захисту довкілля та природних ресурсів України. Встановлено, що протягом останніх років розпочато процеси іригаційного реформування, що зосередженні на модернізації інфраструктурних об'єктів зрошення та підвищенні ефективності гідромеліоративної галузі. Зокрема важливим кроком є розробка та ухвалення у 2019 р. "Стратегії зрошення та дренажу в Україні на період до 2030 року" та у 2020 р. — Плану заходів з реалізації зазначеної Стратегії, що стали базовими документами. Вагомим внеском у законодавче забезпечення впровадження механізмів децентралізації управління зрошенням є ухвалення закону України "Про організації водокористувачів та стимулювання гідротехнічної меліорації земель". Крім того, висвітлено рівень держпідтримки галузі.
Обгрунтовано необхідність удосконалення нормативно-правового забезпечення розвитку зрошення та розробки методичного забезпечення реалізації положень закону про ОВК.

LEGAL BASES AND PUBLIC SUPPORT OF IRRIGATION DEVELOPMENT
Summary
The article examines the current state of regulatory and legal support for the formation and implementation of irrigation policy in Ukraine, in particular, analyzes the regulations of the Cabinet of Ministers of Ukraine, the Ministry of Agrarian Policy and Food of Ukraine and the Ministry of Environment and Natural Resources of Ukraine. It has been established that irrigation reform processes have been launched in recent years, focusing on the modernization of irrigation infrastructure and improving the efficiency of the reclamation industry. In particular, an important step is the development and adoption in 2019 of the "Irrigation and Drainage Strategy in Ukraine until 2030" and in 2020 the Action Plan for the implementation of this Strategy, which became the basic documents. An important contribution to the legislative support for the implementation of mechanisms for decentralization of irrigation management is the adoption of the Law of Ukraine "On the organization of water users and the promotion of hydraulic reclamation of land."
The paper also reveals the features of this law, in particular: voluntary membership in organizations; the same cost of water for members and other water users; the current permit for special water use is a pass to the membership of water user organizations, while its absence is a reason for deprivation of membership. Sources of financing of water user organizations are also revealed: contributions of members of organizations, fees for services and other sources of financing not prohibited by law. The article highlights the division of functions between ministries for the implementation of irrigation reform and the main stages of its implementation. In addition, the level of state support for irrigation development is highlighted and the main documents providing for this assistance are summarized.
We argued the necessity of further improvement of normative-legal maintenance of development of irrigated agriculture and development of methodical maintenance of realization of provisions of the law of Ukraine "About the organization of water users and stimulation of hydraulic reclamation of lands".
